How stealthy is it? : Very, everything is in an unmarked white envelope with

There is a "Pick-n-Mix" section on Attitude that does ship U.S. I don’t know if they are an outlet for Pick-n-Mix like they are for Green House and the others or if that’s just a name coincidence.

The owner (at least I think it’s the owner) of Pick-n-Mix has a profile on R.I.U. Very friendly guy! He might be able to clear up any question on U.S. shipping and whether or not it’s his stuff on Attitude.

i have used Pick N Mix seeds several times and they are very good, seeds were all fresh just the packaging of the seeds could have been better. I used The Attitude only once & wont again. poor quality seeds and a really long delivery time

The best Pick n mix / single seeds company I have used is DemonSeeds.com single weed seeds. They send out same day & packaging is in these little crushproof tubes so your seeds always arrive perfect & they were fresh.

Not sure about the USA thing as I dont like in the USA but I do know that after Mark Emery’s extradition and jail time in the USA for selling seeds to US citizen that most sensible seed banks dont want to take the risk!

Ive ordered from Pick n mix a few times with varied degrees of success.
Orders have always been complete and arrive no problem.

My first order (about a year ago) of fem greenhouse seeds was excellent in terms of quality.
All seeds germinated fast and grew vigorously.

A year onwards, ordered some more fem seeds from greenhouse. 1 germed and grew fine, 1 germed extremely slowly and has grown only 2 inches and one set of leaves in two weeks, and the last one didnt germ at all. Dug it up to find white rot expelled from the seed when compressed.

I have since placed a new order, hoping for better luck as I’ve ordered substantially more seeds from different seed banks with the total order including bank transfer costs coming up to about €50 which for me is A LOT to spend on seeds.

I generally like Pick n mix seeds provided that my stroke of bad luck with my last order doesn’t continue. I don’t like that they have a tendency of refusing any replacements on the basis that "Their seeds are sold for souvenir purposes, and should not be germinated".

Whether or not I continue to use Pick n mix depends on the outcome of my latest order. It doesn’t make sense to order expensive seeds that turn out to be disappointments (which seems to be the trend) from a supplier that doesn’t do refunds.

Personal use of marijuana: The initiative would allow any person 21 years of age or older to:

  • use, possess, or transport up to 2½ ounces of prepared marijuana;
  • transfer or furnish to another person who is 21 years of age or older, without payment of any kind, up to 2½ ounces of marijuana and up to 6 immature marijuana plants or seedlings;
  • possess, grow, cultivate, process, or transport up to 6 flowering marijuana plants, 12 immature plants, and an unlimited number of seedlings, and possess all the marijuana produced by these plants at the person’s residence;
  • purchase up to 2½ ounces of retail marijuana from a retail marijuana store;
  • purchase up to 12 seedlings or immature plants from a retail marijuana cultivation facility;
  • cultivate up to 6 flowering plants at the person’s residence, or on a property, the person owns or has written permission to use for this purpose; and
  • consume marijuana in a nonpublic place, including a private residence.

The term “nonpublic place” is not defined in the bill. The initiated bill does not repeal state criminal laws relating to marijuana but provides that personal use and other activities specifically authorized in the bill are nevertheless legal. Cultivation of marijuana for medical use would continue to be regulated under the existing medical marijuana law. Existing laws that restrict where people may smoke tobacco would also apply to smoking marijuana, though not to ingestion of marijuana and marijuana products by other means.

State licensing and regulation: The Department of Agriculture, Conservation and Forestry (the “Department”) would become the state licensing authority and would be required to adopt rules within nine months. A state license would be required for any entity to locate or operate a “retail marijuana establishment” or “retail marijuana social club.” A retail marijuana social club means a facility that sells retail marijuana to consumers for consumption on the premises. A retail marijuana establishment includes the following facilities, all of which are prohibited from allowing consumption of retail marijuana or retail marijuana products on the premises:

  • a retail marijuana store, which sells retail marijuana and/or retail marijuana products to consumers;
  • a retail marijuana testing facility, which analyzes and certifies the potency of retail marijuana and retail marijuana products;
  • a retail marijuana cultivation facility, where retail marijuana is grown, prepared, and packaged; and
  • a retail marijuana manufacturing facility, where retail marijuana products are manufactured, prepared, and packaged.

The Department would be required to regulate the labeling and advertising of retail marijuana and retail marijuana products, including a prohibition on mass-market advertising campaigns that would “have a high likelihood of reaching persons under 21 years of age.”

Municipal authority: Local approval by the municipality where the applicant proposes to locate the facility would be required before the issuance of any state license. In addition, this initiative would authorize municipalities, within their jurisdictions, to:

  • prohibit the operation of retail marijuana establishments and retail marijuana social clubs;
  • restrict the number of retail marijuana stores in the municipality;
  • regulate the location and operation of retail marijuana establishments and social clubs; and
  • adopt and enforce regulations for retail marijuana establishments and social clubs, which are at least as restrictive as the state law and regulations and may include local licensing requirements.

Employment policies: The proposed law specifies that employers would not be required to allow or to accommodate the consumption, use, possession, sale, trade, display, or growing of marijuana in the workplace. Employers also could adopt and enforce policies restricting the use of marijuana by employees and could discipline employees who were under the influence of marijuana in the workplace.

If approved, this citizen-initiated legislation would take effect 30 days after the Governor proclaims the official results of the election.

Recreational Dispensaries Open for Business in Maine

After long, long last , residents of Maine may partake in recreational adult-use cannabis because of the change to Maine cannabis laws. Nearly four years after voters approved legalization, the state officially launched retail sales on Oct. 9, 2020. As of now, five retail stores, five cultivation facilities, one testing lab and one manufacturing facility have been granted licenses . The answer to the question, “Is weed legal in Maine?” no longer comes with the “But is it for purchase?” caveat.

History of Decriminalization and Legalization

First banned in The Pine Tree State in 1913, cannabis was decriminalized in 1976 for those who possessed small qualities. Medical marijuana use was approved by 62% of voters in 1999, then in 2009, having 2.5 ounces or less was decriminalized to a civil infraction. The Marijuana Legalization Act, planned for effect within 40 days of November 8, 2016, permitted non-medical qualifying adults to legally grow and to possess personal use quantities of cannabis. Commercial cannabis production and retail sales were also to be licensed. To allow time for formulating regulations, retail sales were set to begin in February 2018, however, delays tied to legislation and the COVID-19 pandemic pushed recreational sales to open in October 2020.

On opening day, Maine cannabis sales reached $94,000 , but product shortages were widespread in the opened dispensaries located in South Portland, Bangor, Auburn, Stratton and Northport. Cannabis sales tax in Maine is set at 10%, and officials are expecting $6 million in sales tax revenues in the first partial year of sales. An additional $6.8 million in excise taxes is expected from growers. Predicted adult-use sales are over $250 million by 2025.

On November 3, voters in Portland decided to reduce the mandatory buffer between licensed marijuana retail stores to 100 feet from 250 feet and to eliminate the local marijuana ordinance which caps the number of marijuana retail licenses at 20. Unlike other cities, which chose to adopt ordinances for recreational marijuana only, Portland’s cap applied to both medical and adult-use stores. Of the 36 eligible applicants, only four served patients.

Under Maine cannabis laws, medical marijuana stores can sell cannabis to state-certified patients under the age of 21. Medical cannabis is also cheaper, in part because the products are taxed at a lower rate of 5.5 percent or 8 percent compared to the effective 20 percent tax rate applied to adult-use marijuana. Under the voter-approved law, recreational use customers can purchase up to 2.5 ounces of a combination of cannabis and concentrates, but no more than 5 grams of concentrates.

Out of State Trouble With Maine Cannabis Laws

While weed is legal in Maine, there may be some trouble with out of state variables. Recently, two small marijuana businesses filed a lawsuit against the state of Maine over recreational cannabis licenses granted to businesses with some out-of-state ownerships. In March, Wellness Connection sued the state over a law trying to limit marijuana businesses such as itself with out-of-state owners, but the case was dropped after the state said it would not enforce the residency requirement because it likely would not hold up in court.

The latest upset for Maine’s growing marijuana industry occurred in the capital city of Augusta this week. Local government enacted a moratorium on most retail sales from motor vehicles after the submission of a proposal to sell medical cannabis from a camper-trailer. Owner of Weed on Wheels Maine, Giovanni DelVecchio, a resident of the city, had proposed in October to renovate the camper-trailer, then establish it on a permanent site to sell medical cannabis once a city license was obtained. Instead of approval for the business plan, the Augusta Planning Board is now considering an ordinance to permanently ban such sales, preferring all non-seasonal retail businesses to be conducted within a stable building. Concerns over the security of products , as well as access to water and sewer, were stated. A public hearing about the possibility of a permanent ban is scheduled for the next meeting of the Planning Board on December 8. The proposed ban would not impact businesses already in operation or those regulated by other licensing processes, such as food trucks.

As the number of licensed cannabis producers skyrockets ahead of federal legalization, industry leaders in B.C. fear a “genetics bottleneck” will stop newer growers from acquiring and growing unique strains.

Health Canada has doubled the number of licensed producers since last May to 88. But as these new growers sink millions of dollars into facilities, their access to diverse starting materials — seeds and seedlings — is hampered by stringent Health Canada rules that require them to be bought from a legal source, usually an established licensee or through government-approved importation from outside the country.

Meanwhile, the illicit market offers an almost-infinite variety of strains, with many cultivated and tweaked over decades by small growers whose unique crops are sought after in dispensaries. Black-market seeds can be ordered online but are not available to the licensees.

Jonathan Page, co-founder and CEO of Anandia Labs , a cannabis biotech and testing firm, said the “genetics bottleneck” is particularly troubling for new licensees seeking starting materials that will set them apart from the others, giving them a competitive edge.

“On the business side, it’s acute,” said Page, also an adjunct professor at the University of B.C. A new licensee will approach an established one for seeds or seedlings, but the established one may not be willing to part with their best genetics without onerous financial terms such as a contract for royalties, Page said.

“Essentially, they’re sort of being asked to enable their competitor or their future competitor,” he said. “It’s a system that makes it difficult for the new licensees.”

In its proposed framework for legalization, Health Canada has said it will create license categories for “micro-cultivation,” which would bring small growers on board, and “nursery” cultivation, which would provide a legal source of starting materials and allow development of new varieties.

Page believes such measures will help Health Canada toward its goal of quashing the black market, possibly allowing some to cross over from it. But he believes the new system must allow adequate variety to serve the needs of medical patients, who want options so that they can strike the right balance of THC and cannabinoids in the products they use. Cannabis market-tracking website CannStandard counted 263 dried cannabis products from 25 licensed producers as of this month, though thousands more strains exist in the black market.

When legalization comes, recreational consumers will call for diversity, too, Page said.

“Health Canada’s going to have to find a way to allow those existing genetics into this industry,” he said. “It seems pretty unlikely that they’ll allow the (regulations) to come in and say to people, ‘Oh, don’t grow the plants you’ve been growing for 20 years — go off to another licensed producer and get new genetics.’”

Page compared the issue of genetics-sharing to farmers who offer a neighbour some seeds or seedlings from their tomatoes, corn or roses.

“Really, Health Canada needs to come to grips with the fact that cannabis is a plant like any other,” Page said. “A freer, more open system of cannabis genetics is what’s needed in Canada.”

Abbotsford lawyer John Conroy , who successfully challenged Health Canada on its cannabis rules during the famous Allard case , calls the genetics bottleneck the “first seed” or “God seed” problem. He questioned why black-market growers who have been perfecting a strain for decades should have to abandon that legacy if they wish to legitimize.

“They’ve got a seed or a strain that they’re making (products) from and, in the future, it’s going to have to be from a licit source, so the issue is, how do you make that seed or strain legal going forward?” Conroy asked.

Conroy believes the answer is amnesty for those producers: “Declare what your starting product is and from now on you either use that or you get one from other legal sources.”

Possession of Marijuana in Arizona: ARS 13-3405

Learn about what marijuana possession means in Arizona, and what you can expect if you’re facing these charges in the Grand Canyon State.

Although many laws and statutes in the state can be a little confusing, Arizona’s laws about marijuana possession are clearly stated in ARS 13-3405. It’s illegal to possess or use marijuana for the purpose of selling it or personal use.

This excludes people who are legally permitted to possess or use it for medical reasons, of course, though that may exclude possession on college campuses, soon.

Possession of drug paraphernalia often gets charged with marijuana possession and other substances can result in “possession of a dangerous drug” charges (covered in ARS 13-3407).

Possession Laws Covered in ARS 13-3405

There are four main laws meant to regulate the possession and use of marijuana in the Grand Canyon state. These laws state that the drug may not be:

· Produced
· Possessed or used
· Possessed with intent to sell
· Imported into or transported within the state

Penalties for Possession of Marijuana

Punishments for violation of ARS 13-3405 will be determined by the amount of marijuana involved. Penalties are divided into a few categories; less than two pounds, between two and four pounds, and more than four pounds.

Less than Two Pounds

Possession of less than two pounds can result in a:

· Class 3 felony if it was imported into or transported within Arizona
· Class 5 felony for personal production of marijuana
· Class 4 felony if the marijuana was being sold
· Class 6 felony if it was just for personal use

Between Two and Four Pounds

Penalties for possession of between two and four pounds can result in a:

· Class 2 felony if it’s imported into or transported within Arizona
· Class 4 felony for personal production
· Class 3 felony if the marijuana was being sold
· Class 5 felony for possession for personal purposes

Four Pounds or More

Penalties for possession of four pounds or more can result in a:

· Class 2 felony if it was imported into or transported within Arizona
· Class 3 felony if the marijuana was produced personally
· Class 2 felony if the marijuana was for sale
· Class 4 felony for possession for personal purposes

Fines and Incarceration for Marijuana Possession

If the offender has less than 2 pounds, the charge could be a misdemeanor or felony and result in between 6 months to one and a half years of incarceration. Between two and four pounds could result in a misdemeanor or felony and between nine months and two years of incarceration.

Four pounds or more could be a year and a half to three years of incarceration, while getting caught with marijuana near a bus or school is a felony and one additional year. The fine for each of these charges could be between $750 and $150,000, with an extra $2,000 charged for possession near a bus or school.

Drug offenses for marijuana possession often result in a class 1 misdemeanor with legal help. In addition, offenders may be eligible for an education program or diversion course and dismissed charges as a result.

Once someone participates in a program like this, they have to prove they are no longer using marijuana by taking drug tests. As soon as they’ve successfully finished the program, they might be able to get the charge removed.

Cannabis Concentrates and Hashish

In Arizona, cannabis concentrates and hash are listed as cannabis and are considered schedule 1 drugs. Cannabis is defined as resin extracted from cannabis and any preparation, mixture, manufacture, or compound of the plant including resin or seeds. It also includes preparations, mixtures, derivatives, salts, and compounds of tetrahydrocannabinol or resin.

Proposition 200 in Arizona

This proposition prohibits drug offenders from jail time if it’s their first or second offense and a nonviolent crime. They will only have to face incarceration after a third conviction. However, if they committed other crimes as well, it will impact potential incarceration and sentencing.

Offenders will likely face probation in addition to diversion, which will enforce sobriety along with the program. They might be subject to surcharges and fees or have to complete court-assigned community service.

The TASC Diversion Program

TASC, the Treatment Assessment Screening Centers, is an organization run by the Attorney’s office of Maricopa County. It provides substance testing to first-time drug offenders and is part of a larger program. It’s nationally recognized for behavioral health and creating life-changing and positive growth in participants.

TASC was founded in 1977 in Arizona and offers rehabilitation, education, and treatment options for people dealing with drug abuse issues. The non-profit program aims to make Arizona communities healthier and safer by emphasizing treatment over incarceration.

Deferred Prosecution

If someone is charged with drug possession and not intent to sell marijuana, they may get deferred prosecution. In this case, deferred prosecution is only possible if they were invited to the program and isn’t mandatory. If the offender then completes the program, they might get their charges dismissed by the court.

If the program’s terms are violated, however, the offender may face a criminal conviction and exposure to a full range of sentencing and penalties. Although many Arizona citizens think of marijuana possession charges as small and insignificant, the prosecution won’t necessarily view it that way.

What is a Usable Amount under 13-3405?

To get a possession charge in Arizona, the offender must have had a “usable” amount of marijuana in their possession. If they are able to demonstrate that there wasn’t, charges may be avoided.

This law doesn’t extend to paraphernalia, however. If the possession offense includes a paraphernalia charge as well, but the paraphernalia doesn’t include a useable amount of the drug, they may still receive a paraphernalia possession charge.

Arizona’s Proposition 207, passed by voters in November 2020, creates an adult-use program allowing anyone over 21 to purchase legal cannabis in AZ without a medical card. It does not remove the medical program. Patients with cards will continue to have access to medical potency, allotment and lower tax rates. The main benefits of this program are expanded access, safety, state tax revenue and the reduction of cannabis-related policing.

Timeline – When Can I Purchase Adult-Use Cannabis?

Possession and grow rights went into effect when election results were certified in December 2020. Some AZ dispensaries began selling to the public in early 2021. The Prime Leaf plans to open it’s doors to adult-use patrons in March or April 2021.

Medical – How Does Prop 207 Affect the Medical Program?

Prop 207 does not affect the medical marijuana program established in 2010 under Prop 203. In fact, there are many benefits to remaining or becoming a medical patient, including:

  • Lower taxes: card-holding medical patients will not pay the 16% excise tax applied to adult-use cannabis sales under Prop 207. They will continue paying applicable local taxes.
  • Possession: medical patients can continue to purchase and possess up to 2.5 ounces every 2 weeks with no restrictions on concentrates.
  • Potency: Potency for adult-use edibles will be capped at 100mg per edible; medical products will not be subject to these limits.
  • Age restrictions: Qualifying patients under 21 will still be able to purchase medical cannabis; individuals must be 21 or older to purchase adult-use cannabis.
Possession – How Much Recreational Cannabis Can I Possess?

Adults (aged 21 or older) will be allowed to possess one ounce of marijuana for recreational use, with no more than 5 grams of it being marijuana concentrates (extracts).

Personal Cultivation – Can I Grow at Home?

Individuals living alone can grow a maximum of six marijuana plants in their residence and residences of two or more individuals can grow 12 plants, as long as the plants are in a lockable enclosed area away from public view.

Prop 207 Restrictions – What Are the Restrictions?
  • Possession: Possessing more than one ounce but less than 2.5 ounces will result in a petty offense.
  • Public Consumption: Marijuana use will remain illegal in public places, such as parks, sidewalks, and restaurants. Operating a vehicle, such as a car, boat, or plane, while impaired will also remain illegal.
  • Edible Potency: Marijuana edibles will be limited to a maximum of 10mg of THC per edible and a maximum of 100mg of THC per package of edibles.
Protections for Children – How Will Children Be Protected?

Prop. 207 protects children by requiring all packaging be childproof and labeled, bans advertising to children and bans the sale of gummy bears, gummy worms and other products that resemble kids’ candy.

Taxation – How Will Adult-Use Cannabis Be Taxed?

The same 16% tax that is on cigarettes and alcohol will be applied to adult-use marijuana sales, in addition to existing sales taxes. The revenue from the tax will go towards funding state agencies, including community college districts, addiction treatment services and the Highway User fund.

Social Impact and Reform – What is the Social Impact of Prop 207?

The proposition will implement a “Social Equity Ownership Program,” which prioritizes issuing licenses to owners who are “from communities disproportionately impacted by the enforcement of previous marijuana laws.” Additionally, people previously convicted of possessing less than one ounce of marijuana or growing six or fewer plants will be able to petition to have their record expunged stating July 12, 2021.

Oversight – Who Oversees the Program?

Prop. 207 gives the Arizona Department of Health Services the authority to oversee the safe sale of marijuana, including testing and inspecting products sold. ADHS is required by Prop 207 to establish specific regulations by April 5, 2021.

DHS is required by Prop 207 to first accept license applications from existing nonprofit medical marijuana dispensaries, which are eligible to hold both medical marijuana and adult-use marijuana licenses, and potential marijuana businesses within counties that have one or zero nonprofit dispensaries.

New Zealand: Hemp smoothie ads pulled over drug slogans

The Habitual Fix chain has been told to remove its advertising for the drink, which included slogans like "Just ask your dealer" and "Don't panic, we also do munchies", the New Zealand Herald reports. The smoothies, which contain hemp oil, cucumber, mint, yoghurt and apple juice, were being sold in a cup emblazoned with a cannabis leaf and were advertised as having positive health benefits, the website says. Now the Ministry of Primary Industries has told the company to remove all drug references and health claims from the adverts.

The chain's owner says the aim was to provoke a debate about hemp and to show customers that is isn't the same as its close relative, marijuana. "A lot of people don't know the difference so we wanted to create an opportunity to talk about it," Tim Benest is quoted as saying. While both are species of cannabis plant, hemp has almost no THC – the chemical which gives marijuana users a high. Licensed hemp cultivation and the sale of its oil is legal in New Zealand, but all other hemp-derived products are banned in food. Growers have been trying to change that for some time and say the plant's seeds have many nutritional benefits.

Exclusive: Customs officer says too many drugs getting into NZ

An experienced New Zealand Customs officer says only one in every 10 illicit drug imports is being seized at the border and the majority of frontline staff feel overworked and undervalued.

The whistleblower, who didn’t want to be identified, has worked at Customs for more than a decade in a range of roles. He told Newshub he is passionate about his job, but he feels the concerns he and others have raised with management haven’t been taken seriously.

He says hundreds of drug seizures aren’t investigated further because officers are swamped with work and don’t have enough support staff.

"Class B (drugs), anything which is 5kg or less is not going to be investigated unless there are links to other imports, and that’s purely down to a lack of resources," the officer tells Newshub. He says small imports are often ignored without further criminal inquiries. "A couple of grams through the mail centre, if it’s picked up, will likely just be destroyed, noted in our system and very seldom followed up."

Customs has confirmed New Zealand is facing record levels of drug imports — especially methamphetamine. Figures show imports of methamphetamine, cannabis and ecstasy are well up on previous years. Last year, almost four million tablets, or 890kg of chemicals used to make P, were stopped at the border. In 2014, 641kg of precursor material was seized.

The officer says based on estimates he’s aware of, Customs is only able to detect and intercept a fraction of what’s flooding into the country.

"I’ve heard the number one in every ten gets caught. One every couple of days slips through the net and these are decent sized consignments. I’m not talking about cannabis seeds or a couple of grams, I’m talking about a couple of kilos either through fast freight, through shipping containers or through the airport."

Customs General Manager of Border Operations, Paul Campbell, says there’s always room for improvement and he accepts imports of lower-end drugs like cannabis are not normally given priority. However, he doesn’t believe officers are only seizing one in every 10 drug consignments.

"Some obviously get through. We can always do better. But there is no ratio that I am aware of," Mr Campbell says. "One in 10 would suggest that there is some evidence to support it. I would be very keen to see the evidence."

Paul Campbell says he knows some officers have complained about being overworked, underpaid and unhappy in their roles, and he says there are plans to make changes in this area.

"We survey our staff frequently," he says. "Our staff feel they spend a lot of time carrying out tasks that are largely administrative, as opposed to being engaged in frontline enforcement activity." He says Customs is in the middle of "reorientating" the workforce, which means more focus will be put on risk assessment and intelligence. Under the changes, junior staff would be put into roles like passport control, and helping people get through Smartgate to free up highly skilled, experienced staff to work in areas of enforcement. Senior staff would spend more time profiling travellers and dealing with complex searches.

Newshub used the Official Information Act to get copies of documents that show fewer passengers are being targeted for what’s called "risk assessment", which is when passengers are taken to secondary search areas within the airport. The percentage of international arrivals and crew selected for further searches is now set between 0.6 and 1%.

Paul Campbell says the target ratio has been reduced on previous years because of the introduction of better technology at the border.

"As our intelligence tools come online, the number of people we have to interact with has reduced. Our targeting becomes more efficient."

But the Customs officer interviewed by Newshub believes there’s too much focus on getting travellers through border screening quickly and conveniently. He believes more staff will improve drug detection rates and interrupt the movements of criminals.

"I definitely think Customs is overwhelmed and under-resourced. What we need is boots on the ground and what we need is more enforcement-related resources, things like drug dogs, better x-ray equipment, more staff. Those simple things make a big difference."

But Customs’ Paul Campbell says he’s satisfied with the current number of border control staff. He says there will be changes to the way the most skilled officers work in the future, and the focus will be on enforcement and intelligence gathering. He’s also calling on members of the public to be on the lookout for suspicious activity.

"The area where we could gain the most benefit in my view is through greater support from New Zealanders who think things are amiss, talking to organisations anonymously like Crimestoppers who can actually pass information to agencies to see if they are in fact indulging in criminal activity."
